If RFNBO H₂ is used in refineries (e.g., hydrotreating/HVO/HEFA), does that make the resulting fuels RFNBOs?

No, usage of RFNBO H₂ in refineries does not mean the resulting fuels are RFNBOs – RFNBO H₂ counts toward the transport target as an intermediate and is not considered in the output of the conventional fuel/biofuel process.
